The Maritime Risk Assessment Process is known as the “Seven Steps”. It proceeds as follows.

  1. Establish Context

Firstly, establish identify the key assets and areas of importance. Assess the impact of destruction and the ability to recovers. Do this using ratings of critical, moderate or marginal. Evaluate potential impacts. What will the risk or threat lead to? Social impact, death or injury, Economic impact, Reputation damage, environmental impact etc

  1. Identify the Risk

Generate a list of potential events that could occur from this risk or threat and how each could happen.

  1. Analyse the Risk

Identify the existing controls and determine the likelihood of each event you have just marked as potential. Identify the appropriate risk analysis to be used: Qualitative, Quantitative, Estimation, Bracketing, Combination.

  1. Evaluate the Risk

Rate the risk on a table of likelihood (Almost certain, LIkely, Possible, Unlikely, Rare) against level of consequence (Insignificant, Minor, Moderate, Major, Catastrophic).

  1. Treat the Risk

Maritime Security Guards use specific principals; Deter, Detect, Delay, React; in accordance with the appropriate measures; Physical, Technical, Manpower; to limit and thereby protect the area in question.

  1. Monitoring and Review

Using:

  • External audits
  • Internal Audits
  • Drills
  • Training
  • Security assessment and plan reviews
  1. Communication and Consultation

Consult with your senior management bodies, port security committee and emergency response services when conducting risk assessment procedures.
